Why is the Android app region locked? I am unable to install it while roaming internationally.

No, I don't understand! Why region-lock an app? Is it because people from other countries download the app and then complain that it doesn't work to set their caller tunes? The app surely needs your phone number, so it can always throw up a reasonable error message if a wrong consumer tries to use it.
